They send magazines to the store and also just the coupon inserts to give away but not all stores put them out... they charge 99 cents for it

when one of my cvs's get the insert, they just put them out in the rack with the current week's ad for anyone to grab. I've talked with several managers and they can't figure out y sometimes they get the inserts and sometimes they don't. They believe it's upto corporate and possibly based on there particular sales.
